I don't know if we actually want to implement externalResourcesRequired (I doubt it), but one of the SVG 1.1 test suite tests relies on the DOM interface to it to test SVGAnimatedBoolean: http://dev.w3.org/SVG/profiles/1.1F2/test/harness/htmlObjectMiniApproved/types-dom-04-b.html
