Actually, checksetup.pl requires MailTools 1.65 but I suspect such a high version is not required. I have installed the latest Mandrake Linux Official 10.1 which has version 1.62. Do we have such special features that we require version 1.65? Reading a comment from abenea who wrote the original patch, see bug 277437, he had no special reason to choose version 1.65 except that it's the version he used to test his patch. mkanat suggested version 1.61 because that's when Mail::Mailer::test became Mail::Mailer::testfile.
CPAN didn't have a module this old available but I found an unmodified MailTools v1.61 gzipped tar package from the old Fedora Extras SRPM repository (http://download.fedora.us/fedora/redhat/8.0/i386/SRPMS.stable/perl-MailTools-1.61-0.fdr.2.rh80.src.rpm). Note that I explicitly removed any extra patches in the SRPM file. Sending bugmail seems to work when using smtp, sendmail and even testfile mailer. I couldn't test qmail mailer.
bug 126266 will bump the minimum version of Mail::Mailer to 1.67
