Quicksearch should include issues resolved since last milestone

By including issues resolved since the last milestone by default this would
prevent so many duplicate bugs being reported. Bug 97283 is a perfect example
of this, as I myself registered a duplicate bug by simply not checking the
resolved ones.

I think this might depend on knowing what the last milestone is (Bugzilla
currently doesn't keep track of such things)
