It would be nice if bugzilla.mozilla.org would announce its charset as UTF-8 (in the HTTP Content-Type header, the HTML META HTTP-EQUIV tag, or both). This way, users could input international text and bugzilla's output would be readable too (if it contained UTF-8 in the bug report). One possible concern about such a change is that some text may already have been entered in various charsets other than UTF-8 (and US-ASCII), and they would not display correctly under UTF-8, but users can easily override the server's announcement using the View | Character Encoding menu. Currently, bugzilla.mozilla.org does not announce the charset, so it is broken for everybody. If the charset is announced as UTF-8, it will at least work for the bug reports that use UTF-8, which is a world-wide charset.
