2.18.1 doesn't have any new features, but 2.19.3 probably has a few, like userprefs.
So, we need some updates to its New Features page, if it has one...

If that page doesn't exist, that's where it should exist. Since we're
feature-frozen for 2.20 anyway, might as well do the final one. :)

In fact, http://www.bugzilla.org/releases/2.20/ does exist, and does link to
that URL already (which is currently a 404).

not that we need approval on website stuff, but get this up there. :) It's
useful even to people pulling from CVS, or as pre-release advertising. We
should have been creating this as we went :)
