We will be requiring MySQL 4.0.x in Bugzilla version 2.22, and will be making
that enforcement in checksetup.pl on the trunk as soon as 2.20 branches. Please
make sure the release notes for 2.20 include a note that future versions of
Bugzilla will require MySQL 4.0.x or newer if they are using MySQL.

I'm going to specifically take this so it doesn't get lost.
