Of course it would highlight when hovered upon. I'm not into copying other software's functionality, but this was implemented (quite nicely I should add) in the Lotus Notes and Domino Designer tabbed metaphor years ago (since v5, I believe). I love tabs in Firefox, but it doesn't seem complete without the "x" Reproducible: Always Steps to Reproduce: n/a - no error to report.
I should add that I realize there is close "x" at the right side of the screen. I just don't think this is as intuitive as each tab having its own.

The problem with each tab having a close button is that you you need to pay close attention to where exactly you're clicking on the tab when switching, otherwise you can close it accidentally. That's why the bug is marked WONTFIX.
