Border widths are not rendered consistently; sometimes it's a thicker than
specified, sometimes its correct, or sometimes it's thinner than specified.
Testcase shows, and experiment with it by using ctrl+mousewheel to change the
page size and stuff.

This shows border widths being inconsistent, using successive divs.

Looks to me like it is a pixel rounding bug...

You're requesting a border width that's a non-integral number of device pixels,
so rounding happens when painting on a limited-resolution device.

Thing is, if I specify .1em, I expect the end result to always be the same, not
jump back and forth by 1px.
