I'm pretty sure this is a regression from the check-in for bug 249136.
1. Open a new tab with Ctrl+T or double clicking the tab bar.
2. Try to type a URL.
Focus is not given to the location bar.

This was caused a fix for bug 249136 which has been backed out.
