It's important that we tune the silent downloader before we start using it with a large audience. Right now, the downloader is configured to fetch 64k per second. That seems like too much of a load on the user's network and on our mirror network. I think we should reduce the frequency. This bug should block Firefox 1.5 beta.

With this patch, we will download a complete firefox update in about 1 hour and 40 minutes (pinging the mirror network for a 64k chunk once a minute). Chase: could you please mark this patch r+ if you agree that this seems reasonable as a starting point for background updates. It'll remain to be seen how this impacts our mirror network ;-)
