When going to the the URL, and moving the mouse about the page, then leaving the
mouse still, mozilla seamonkey will often (but not always) go into various,
apparently infinite, loops in the which borders appear and disappear, and the
type faces change sizes. The loops have various periods, some very quick (cycles
of under 1 second), others are much longer -- several tens seconds even. One
loop had only the red borders flickering quite fast, but I can't reproduce this
one. There is also issues with the cursor when you move it over or near a
border, where it flickers epileptically from a 'pointer arrow' to an 'I bar', or
a 'hand' to a 'pointer'.

The loops do not always occur (that is, the test appears to function normally if
you are very careful about what you do with your mouse). But they do occur
reliably. 

Also, if I place my mouse on the header across the page (the one with the word
'mozilla', the picture of the red albertosaurus, and the 'search mozilla'
thing), a thin green line with a blue border appears to run accross this header
section.

This is very hard to describe with words (a video would work) ... perhaps
someone could try to confirm this?

Steps to Reproduce:
1.Go to the url, and move the mouse around to various parts of the page, leave
the mouse still, and see the results. Loops may cycle quickly, or may have a
period of >10 seconds.

Actual Results:  
Strange infinite loops. 

Expected Results:  
Not gone through loops. I believe that if the mouse is still, and the user
offering no inputs, the page should eventually and quickly quiet down.
WFM with Mozilla 1.8b1 but reproducible with SeaMonkey/20050705, the earliest
SeaMonkey I could find.
Also the strange effects are present in deer park.

roc, any ideas?  The reframe from the XBL binding teardown seems to make us fire mouseout, which seems odd in this case...

The cycling of the borders issue no longer seems to occur.

The thin green and blue-bordered box that may appear through the mozilla header is still there.

Also, the cursor flickering is still there.
