Was wondering if an parameter or option could be created or might already exist to display the users in a drop down rather than forcing users to remember and type email addresses. I noticed that the CGI.pl has a function called GeneratePersonInput that could be used. It looks like enter_bug.cgi is the only page that uses it...

This is a fine wish, and something that you ought to be able to turn on in small installations of Bugzilla. But do note that at bugzilla.mozilla.org, there are currently 12554 different valid logins. A bit big for a drop down list!

The problem with doing this is that users will want to be able to assign bugs to themselves, even if their name is not in the list. You could have a pop-up of all the mod. owners, but if I want to assign a bug to myself, I wouldn't be able to do so.
