What files are you trying to download?
I do get this bug when telling Firefox to "save the files to my computer"
for a Quicktime MOV file or a Windows WMV file. I set this option in tools.
However as soon as I click another file it will ask again. I have rebooted also.
Zip files etc seem to work fine. They automatically download for me.

Please reopen only if you find that the problematic URL you didn't let us see is
*not* using a Content-Disposition header.
