I want to get rid of all XTF based UI code.
XTF+XBL works better.

This is the first (easy) part to change action module element to use XBL.
Second one will be to change the implementation of <message>.
The accesskey change is unrelated but I got some warnings from that so
decided to change it immediately.

Yes, warnings are there, bug 327998 patch fixes them too. Though it would do by some other way (per css styles) :))
