Details
Some bugzilla users attempt to use HTML tags in their posts. I think there
should be a little text under the textareas (on bug reports and in
enter_bug.cgi) that says "HTML tags will be escaped" or something to that
effect so that people don't do this.

(they haven't decided whether to do this or not)

Bleah. Things are too wordy as they are. Nobody will read that text anyway.
And people will learn after the first time.
