Having to go through N bugzilla cycles (even with N == 2) in order to get a patch into the system and ready for review is N-1 too many cycles for the user, and (much less importantly) N-1 too many cycles of bugzilla request processing and mail generation for the host. We need a single page that will let me file a bug (and set it to Accepted if it's against myself, also priority), put some attachments on, status whiteboard, set their review state, set other flags like blocking? or testcase on the bug, and be done. One shot. In and out. I shouldn't have any excuse for not doing it.

They are reported seperately, but this is probably the most common patch-attachment use case and so it's worth optimizing for specifically.

As far as I'm aware, this has been possible since about Bugzilla 3.2 or so.
