Option to disable bracket indent style quoting when replying

Some users, especially business users coming from Outlook, will have a requirement to post replies at the top with a seperator line followed by the content of message being replied to.
As apposed to having replied-to content being indented with a > to the left it.
The behavior should be configurable in Thunderbird
Reproducible: Always
Bonus points for being able to include message header info from original message in the separator created in the reply.

Wouldn't it be great if Thunderbird could quote with a separator
instead of bracket indenting.
