"position: fixed" elements (and "position: absolute" elements too) are not in
the normal flow of the root element by definition. I'd be surprised if this bug
was valid after all. My 2 cents.

Ah, good catch. It didn't use to say that... ;)
I doubt that we enforce that, fwiw. We probably should (and need a new bug on
that).
