Close Tab button don't appear on tabs unless it is the active tab, or if the mouse is over the tab.
Reproducible: Always
Steps to Reproduce:
1. Open a few tabs.
2. Go to some site in each tab
3. Move mouse over background tabs.
Actual Results:
Close Tab button appears under cursor.
Expected Results:
Display the Close tab button at all times.
I'm not sure if this is supposed to be the usual action, but Safari does this.
Also, are the favicons supposed to be shown on a background tab?
Correction: In step 3, you mouse over where the close box would be.
