The possible values are:
Always show (Scarlet Letter)
Opt Out (Badge of honor)
Opt In (Plainclothes)
Never show (Stealth)
Users in a group configured with the option to show or hide their badge will have the ability in permissions to change whether their badge appears.
If a user badge is visible, it will show to anyone anywhere that they see a user. this includes the reporter/assignee/commenter/bug activity/requests, and ideally cc list.
An additional user preference should allow poeple to instruct bugzilla not to show badges.
I believe there's already a request for groups to have icons associated with them. If not, that can be rolled into this bug. In my view, there's no reason for groups to have a different icon for users v. other items controlled by groups.
Currently anyone with editgroups should be able to set this badging option.
Default settings: most groups should default to Never show.
The administrator group should default to Opt In.
For bmo, I'd like the security groups to consider using one of the opt settings. And i'd like to see if i can convince drivers and marketing to be set to Always show.
I'd like to created a group "recognized volunteer triaging" or something defaulitng to Opt Out, the group would include people like gavin.
In corporate bugzillas, the main groups that would use badges would be things like Engineer, Support, Customer, Management, and QA.
Note that I expect to eventually have other settings which would enable some people to see badges beyond the normal visibility rules here.

Yes, that's bug 332149.

this proposal is better suited to being implemented as an extension instead of in bugzilla core.
