We want to have some metadata about 'extension completeness' to help guide users according to their "risk threshold". As a starting point, letting developers flag their uploads as being "prerelease" would let us filter them out of searches by default, streamline review, etc. (This bug is just about letting developers[*] set the flag, not about the filtering of search and whatnot.) [*] And reviewers, likely as part of another bug-to-be-filed about letting reviewers fix submissions during the review process, as an optional alternative to deny-with-comment-and-reupload.

This flag exists and can be set in the Remora Dev CP.
