This behaviour is a bit annoying. Reproducible: Always
Yes, the fact that it does not scroll to the original position in the page is annoying when you change the encoding very often.

This bug is still in Firefox 2.0 RC3. Btw. the bug was confirmed by Ria Klaassen but is still in unconfirmed state.
