SeaMonkey on toolkit doesn't build feeds even if MOZ_FEEDS is defined. Other parts of toolkit expect it to be there.

I integrated a similar fix into my patch to bug 336874 but without moving around the MOZ_FEEDS block, as we should build more stuff of toolkit anyways. :)

I'm against this being checked in, as the fix in bug 336874 works without moving around lines in Makefile.in

I'll checkin my fix to the other bug tomorrow afternoon European time (as long as trees are green then), this should be fixed then as well.
