Ability to mark attachments as "deleted" and/or delete attachments

Details
In some way, we need to make it so attachments can be expunged from the database or mark them as deleted so that users can't download an attachment any longer. This would give administrators the ability to remove access to potentially infected files before allowing them to get out to other users.
