You control the custom Whining interval yourself, on editwhines.cgi. (Provided that you're using 2.20 or later.)

Yes, whine.pl can do daily, weekly and monthly, plus some several-times-a-day-stuff. Will this do it for you? The more complicated relative-to-milestones thing is can be done manually only (by hand-crafting a saved search for each milestone you want to have whining for). See bug 62370, too. Okay, thank you. That's much clearer. You can already do a week and a month. You can do milestone-based things by setting up different Whines. So what you want is intervals longer than a month, which Bugzilla doesn't already do.
