Currently, the tiled background GIF in browser/composer/profile manager toolbars is not being drawn, and there seem to be other image-drawing problems, like the header on Mozillazine does not draw.
updating the summary because this appears to be true of any background image, whether it be in chrome, or on a webpage. Updating severity to critical, adding 'skins' to the keyword list.

Reverting dcone's changes in 3.105 of nsCSSRendering.cpp fixes this. 3.104 takes us back to the previous state where they didn't always draw first time, but on refresh were fine.
