Do you have any extensions installed? Maybe also see Bug 241972, but this bug is not new.

I have installed: Gmail Notifier 0.4.3.6, Viamatic FoXpose 0.3, No Script 1.1.4.1, and web developer 1.0.2 on a PIV work PC. Also I have Ubuntu 6.06, with the same browser effect.
Please describe the steps you are using to reproduce this; e.g. an example URL that you click on that causes a blank window to open.

OK. That's a .doc file, so I think this is a dupe of bug 241972 (as Frank suggested). *** This bug has been marked as a duplicate of 241972 ***
