no it doesn't. at least not in file does not exist case. unless some one just
checked this in.

Yes, this is critical for the "don't crash when window has gone away before
OnStart is fired, etc." bug that mscott owns.
Marking dependent bug 35507 nsbeta2 also.

Since this probably won't make nsbeta2, nom. nsbeta3 & rtm, *strongly* recc.
nsbeta3 hard-stop. This is blocking bug 24778, "image-button doesn't show
alternative text value," which I've also nominated as nsbeta3.

Should mscott own this? He's been working on the related bug (revert
AsyncStreamListener change).

Please let Judson check this in. My beta2 bug count is up to 30 again and i'm
despately trying to load balance where ever possible.
The changes for this bug need to happen in the file transport anyway which isn't
my baliwick.
