Opening new instance of firefox while in "Save as" dialog causes bookmarks not to appear in bookmarks toolbar.

When opening a new instance of Mozilla Firefox while the "Save as" dialog has focus, The new Firefox window appears without bookmarks loaded on the bookmark toolbar. Also accessing any bookmarks in the bookmarks menu while in this state does not allow navigation to any of the webpages bookmarked. To remedy this problem, once you access Help->About Mozilla Firefox it appears that the browser loads all bookmarks and everything is back to normal.

Steps to Reproduce:
1.Navigate to a website
2.Save a file, or right click then "Save Page As..."
3.While the "Save As" window is in focus open a new instance of Firefox
Actual Results:
The new Firefox window appears without bookmarks loaded on the bookmark toolbar.
Expected Results:
Created a new fully functional firefox window with bookmarks loaded.

With a trunk build the new window does not appear until you dismiss the save as dialog. And the window has no problem with bookmarks.
2.0 does have the problem though. I'm using Windows XP.
