It also will not open hyperlinks in new tabs, too. You've got a broken installation, from the installer not being able to shut down Firefox (possibly run by a different user, or a hung process): your best bet is to uninstall, delete the Firefox directory in Program Files, use Task Manager to make sure there aren't any firefox.exe processes running and make sure no other users have Firefox running, and then reinstall.
