keyboard tab navigation does not work properly if there is at least one tab loading.

Reproducible: Sometimes

Steps to Reproduce:
1. Open several tabs.
2. Load different pages in each tab.
3. Let load one tab and then open another, while the last one load completely the keyboard tab navigation does not work well.
