New folder icon should represent new messages not biff

Currently when the new folder icon shows up next to a folder it represents that biff has been performed on that folder. Instead it needs to represent that the folder has new messages in it. It currently does represent this fact when filters go off and when headers are downloaded as part of biff. But when headers are not downloaded, the icon shows up next to the folder.
