A menupopup with dir="rtl" should place the arrow/button that you click to expand the popup on the left side the way it does in a select tag in HTML. It looks much nicer that way and it also gets around a bug in Gnome that causes the text to be hidden under the arrow/button.
You can see the problem in action if you look at the Firefox settings in a Hebrew version of Firefox installed on a Linux machine running Gnome.
