Java can be disabled on its own, but it gets automatically disabled when all plugins are disabled. The Java box needs to be conditionally disabled when the user unchecks "Enable plug-ins". Since the odd effects of the latter are new, we should ideally fix this for 1.1, but if Ian has no time.... (Rumour has it that Flashblock depends on JavaScript, so there'll be another opportunity for this....)
Fixed by the checkin for bug 384791 (except that there's no longer a checkbox to get live changes from).
