Details
This would mean that, for example, SVG tests could be enabled only in builds with --enable-svg specified. It would also allow platform-specific tests, like the current # X11 only comment in reftests.list (although you'd want to be careful about doing so, but reviews can handle that).
As biesi points out, this would be handy for the tests which use SVG in bug 1156.

fails-if() and friends with Makefile variable definition fixed the problem; this isn't necessary any more.
