not a bug really...
more like a logical glitch in the preferences dialog.
Quite a common task for me is to adjust minimum font size
for pages. For some reason it does not work as I'd
expect it directly via the font size selector in preferences.
I have to go to "advanced", play around with the minimum
font size there.
I still wonder what the font size on toplevel is
good for. Not that I am actually interested in
help on that, it is more that somehow the logic
seems mixed up when an override is placed
lower in the hirarchy.
|--> settings that apply to all fonts (whole page)
|--------> special font settings (parts of page)
Or to put it in other words. A page that is not readable
because over all font size is too small should be a major
concern for the programmer compared to the adjustement
of a special font type.

The font setting in toplevel is the default font size/face used when not otherwise specified by a webpage. The minimum font size is used only when the font size is set by the page to something smaller, and otherwise doesn't change stuff. I think this is WONTFIX.
