If I take an initially empty H3 and add text to it, it doesn't gain a margin-bottom like it would have had if it had text initially. I will attach a reftest pair demonstrating the bug.

More like the margin is not uncollapsed for some reason...

Seems more likely to be a problem with dynamic recalculation of the selectors in quirks.css. There's a bug on :empty; this would be :-moz-only-whitespace. (And those quirks are really better represented as some C++ code anyway; there's a bug on that somewhere too.)
