scollbar in <textarea> has padding applied

Two things that I've noticed:
1) internal padding on <textarea>s is being applied to scrollbars.
2) internal padding on <selects> is being applied the selection indicator.
Both of these things are bad and look pretty ugly. The screenshots are both with scrollbars visual debug on, to make it a bit easier to see the padding applied.

Bug 382142 covers the bad padding in <select>s and bug 382143 covers <textarea>s.
