Note to self:
If we do this, we'll probably need to check what we're migrating, i.e. dump sections that use a chrome uri (e.g. extensions like Multizilla [webfeeds sidebar component], mozImage).

I think I mentioned in #seamonkey that the sidebar panels startup code /does/ check for panels with invalid URIs.
