Details
Some installations, and some builds will want to specifically disallow skin
switching.
An IT support department of a corporate may want to ensure that all supported
browsers have an understood and single interface. In fact having a skinnable
browser may be a factor which disallows that browser in some organisations.
A vendor may wish to build a browser whose branding is integral in the UI and
whose market value is diminished or removed if the UI skin or content is
modified.
In either case the pref should not be exposed in any prefs dialog but should
either be managed in the build process or in the branding of the build.

No time for this in the current release, moving to m30, helpwanted. Whomever
wishes to do such things may wish to implement this as well.
