It doesn't look like xpinstall/standalone is used for anything, it doesn't even have a proper Makefile.in, but still a Makefile.win (those have been removed by bug 158528 almost everywhere else), and it's one of the last places still using nsFileSpec, so it should be removed.
Looks like the last checkins to that were in 2004 (minus one include correction that probably was just due to a grep on the tree) and this is really dead. If bsmedberg gives green light (r+ per bug comment or via IRC) for it, I'll just cvs remove that dir.
