This bug is from 385609 and applies only to Windows.

Steps:

1. Load the testcase and click the Open button.
2. Wait a few seconds for the page to load. Once it does the popup panel suddenly disappears.

Also, clicking the frame in the panel also closes the popup.

When a uri is loaded in the frame, the popup gets activated with WM_ACTIVATE, the main window is activated and the popup is activated again. This causes the popup to hide as it thinks the focus has been moved away from the popup.

The patch in bug 400019 fixes this.
