Start Firefox,
Press Ctrl+N or open a link in New Tab.
In accerciser, we don't have children-changed:add events for the new created scroll pane.
But if I close the new created scroll pane, we got children-changed:remove events from "page tab list" and "panel".

Though we fire gecko events (DOM node create/destroy) for tab/notificationbox (tested on sm).

Notice that when you first launch Firefox, there is no page tab list -- no tabs are visible. The tab bar is not shown until there are at least 2 tabs.
Ginn, does the behavior become correct when the 3rd tab is opened?
On Windows I see this for the first Ctrl+T to open a new tab:
SHOW page tab
SHOW property page
SHOW page tab list
