Stephen, isn't a bit silly to implement each state in a separate bug? It would be better if it can be handled within one bug, because they depend on each other.

Yeah, although it'd get a little messy to track that from a QA-standpoint all in one bug; I've already been mildly chastised by Shawn, however :-)

See bug 397655 comment 38 for the strings and menu items. This should be fixed with bug 407655 and bug 403674.
