gtkrc (gtk theme file) can containt such info, which is not fully respected by firefox:
gtk-icon-sizes = "panel-menu=24,24:panel=16,16:gtk-button=16,16:gtk-large-toolbar=24,24:gtk-menu=22,22"
firefox cannot respect panel* icon sizes, because firefox has no panels, but respects button icon size great. it has problem with gtk-menu icon size...
Reproducible: Always
Actual Results:
firefox has problem with gtk-menu icon size...
Expected Results:
everything ok.

This is essentially the cause of menu icon sizes changing with CSS pixel scaling.

I guess fixing this would require support from LookAndFeel and a new length unit or value.
