To improve discoverbility, we should change the star from the grey outlined/transparent star, to the yellow filled star on mouse hover.
The filled in state of the star is meant for indicating the current page is bookmarked. Mouse hover over the star provides a tooltip "Bookmark this page" for discoverability. I thought your suggestion of having a what's new page that presented indication of the stars function was a good idea.

Mouse hover over the star provides a tooltip "Bookmark this page" > for discoverability. True but hovering over the star and it turning yellow and still show the tooltip 'Bookmark this page' should make the user this "hmm, if I click this the I will bookmark my page and the the star will turn yellow" I think it will just reiterate the yellow star == bookmarked page.
Changing to the filled in state will cause a lot of confusion, since there will subsequently be no change on down click. However, we do need a hover state on windows, updating the summary.
OS: All → Windows XP
Summary: Change star to yellow star on hover (Improve discoverability) → Star needs a hover state on Windows
I suggest that on hover the contour of the star should glow yellow, but the inner part should stay gray. This wouldn't cause the confusion that the action has already happened, but will suggest that the star is "active" and clickable.
(In reply to comment #3) > However, we do need a hover state on windows, updating the summary. How come just on windows?

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h". In Thunderbird 3.0b, you do that as follows: Tools | Message Filters Make sure the correct account is selected. Click "New" Conditions: Body contains places-to-b-and-h Change the action to "Delete Message". Select "Manually Run" from the dropdown at the top. Click OK. Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter. Gerv
