Can't interact with Cyrillic files and folders on FTP if network.standard-url.encode-utf8 is true (default)

I get an alert "550 Failed to change directory." when clicking on a file or folder with a Cyrillic name. Setting network.standard-url.encode-utf8 to false allows me to open folders and download files. Should Firefox assume network.standard-url.encode-utf8=false on FTP?
