See bug 299372 comment 170; this is the "High Bar" solution described there. Note the subsequent comments about when the file should be moved may want to modify that slightly, however. The way to do this will be to allow the DL manager to accept incomplete nsITransfers, and have the "Save Link As..." code pass one in. There is a partly done first cut at this work included in one of the attachments in bug 299372.
