Moving the remaining UI feature work out of Bug #38374 and into this one.
We have an rdf data source which manages the user specified mime type
information (including external applications to use with these mime types).
this data source needs to be exposed in the prefs UI so users can see their
default mime type settings and add new ones.
the data source is stored on a per profile basis in a file called mimeTypes.rdf
