Many other extension- and plugin-bearing programs do not require restarting to use the installed plugin. Reproducible: Always Steps to Reproduce: 1. Install a plugin. Actual Results: The extension manager says "This extension will be enabled when Firefox restarts." Expected Results: The extension is enabled.
